Published in the Official Gazette No. 91, April 20, 2010 Decree of the President of the Council of Ministers of April 1, 2010 on the transitional program of entry flows of seasonal foreign workers and other groups in the State for the year 2010. Are allowed in Italy, because of seasonal employment, non-EU foreign nationals living abroad within a maximum quota of 80,000 units, to be distributed among the regions and autonomous provinces by the Ministry of Labour and Social Policy.

The fee covers:

a) seasonal employees of non-EU Serbia, Montenegro, Bosnia-Herzegovina, former Yugoslav Republic of Macedonia, Kosovo, Croatia, India, Ghana, Pakistan, Bangladesh, Sri Lanka and Ukraine;
b) seasonal employees of the following non-EU countries which have signed or are about to sign agreements on cooperation in migration: Tunisia, Albania, Morocco, Moldova and Egypt;
c) non-EU foreign nationals who hold a residence permit for seasonal employment in the years 2007, 2008 or 2009.

  • As anticipation of the maximum quota of foreign workers entering non-seasonal for the year 2010, is allowed entry of 4,000 non-EU foreign nationals living abroad, for reasons of self-employment, the following categories; entrepreneurs engaged in interest for the Italian economy, freelancers, partners and directors of non-cooperative, artists of international renown and highly qualified professional hired by public and private, as well as 'long as artisans' they come from non-EU countries who contribute financially to investments made by its citizens on national territory.
  • Within the quota are permitted up to a maximum of 1,500 units, conversions of residence permits for study and training in residence permits for self-employment.
  • Within the quota in view of the Italy-Libya treaty of friendship, partnership and cooperation agreement signed August 30, 2008, are allowed in Italy for reasons of self-employment, 1,000 Libyan citizens.
  • As a further advance of the maximum quota of foreign workers entering non-seasonal for the year 2010, are allowed in Italy under Article. 23 of Act on immigration, 2,000 non-EU foreign nationals living abroad who have completed training programs and education in the country of origin.
From 08.00 the day April 21, 2010, until 24.00 on December 31, 2010, employers can submit applications for authorization for seasonal employment under the stream decree in 2010, using the appropriate program available for download from the site Ministry of Interior.
